This result was abundantly evident from the experience of the Prudential of London, the expansion of which<span id="more-76"></span> had been radically hindered by a temporary ban on child insurance.</p>
<p>In 1889 the Pennsylvania Legislature introduced a bill to prohibit insurance on children. The idea spread to New York, Ohio, Massachusetts, Connecticut, and to Canada. For six long years legislative inquiries into Industrial insurance continued their challenge. The most serious of these attacks was that of the Massachusetts Legislature of 1895. Charles Coolidge Read was spokesman for the Massachusetts Society for the Prevention of Cruelty to Children and other organizations supporting the bill for the abolition of insurance on children. Sensational newspaper headlines inflamed public sentiment with stories of starvation, extreme poverty, and suffering alleged to result from industrial life insurance.</p>
<p>When Mr. Fiske offered to answer the accusations through the columns of the newspapers, they refused to accept his statements except as paid advertisements. To put the facts before the public, his statement was printed at regular advertising rates. Next Mr. Fiske spoke in the chambers of many State Legislatures. With the tact and eloquence which had characterized him as a trial lawyer, he called attention to the flimsiness of the accusations, showed that even their few isolated cases when investigated had proved to be false. He successfully challenged his opponents to present one authenticated instance of the terrible effects they charged. His simple weapon was fact. He knew that ignorance and prejudice would be thrust aside by the power of truth. And it was.</p>
<p>In connection with the hearings, Mr. Fiske outlined the accomplishments and the benefits of industrial insurance and discussed the misconceptions that had grown up around it. He emphasized that a business which had been established for 40 years in England and which in two decades in the United States had resulted in the writing of nearly 7,000,000 <a rel="nofollow" href="http://www.youtube.com/watch?v=er4uFwT0xvc" target="_blank">low cost life insurance</a> policies by the three leading companies must certainly meet a fundamental need. He proved that industrial life insurance was a real necessity to wage earners.</p>
<p>His review of the situation brought about a change in public sentiment. He cited previous investigations of Industrial insurance here and abroad. Pennsylvania had had a legislative inquiry in 1889, and after hearings were held, threw out the bill attacking industrial insurance. The movement in Ohio brought the same result. New York State had conducted an investigation in 1890, and the Legislative Committees hearings convinced the man who introduced the bill that he had made a mistake, and the Committee then killed it. Mr. Fiske quoted the action of the province of Ontario, Canada, in which the bill to prohibit infantile insurance was not enacted into law. Connecticut, Illinois, and Tennessee all had had the same experience.</p>
<p>After weeks of the sharpest interrogation, the Massachusetts committee shelved the bill. Everywhere the inquiries that threatened Industrial insurance came to an end. At these hearings Mr. Dryden, of the Prudential, and Mr. Rhodes, of the John Hancock, gave valuable testimony, but it was Mr. Fiske who carried the main burden for the defense, and the signal victory was his.</p>
<p>Although the absurd charges that Industrial insurance led to crime and poverty were definitely and finally answered, there remained the hard core of truth in certain serious defects in the conduct of this type of insurance. It was true that the lapse rate was high and that the provisions of the policy were far from liberal. Mr. Fiske saw these as well as any of its sharpest critics, but he was also convinced of the essential good which industrial insurance was doing. He firmly believed that the weak spots in the Industrial business could, with time, be removed.</p>

<p> Of course all sides are exaggerating and taking up extreme positions. They will all in time compromise and hopefully reach some form of agreement. The sad part is that at present they don&#8217;t seem to be thinking of the person at the center of all this &#8211; the patient. It is widely acknowledged that healthcare costs far too much in this country, while at the same time at least 47 million Americans are uninsured. So, from a patients perspective, if you do have health insurance, you are paying way too much for it, and getting poor value, and if you don&#8217;t have it, then you just continue to suffer. What a dreadful choice. What an indictment of America.</p>
<p> The goals of overhauling the health care system are to lower costs and extend care to the uninsured. Obama wants a bill on his desk in October at the latest. Where can Congress begin to compromise, and why is it that Republicans in particular, believe that public health plans are likely to be so dreadful. What is the evidence for this belief beyond their own philospophical ideas. They regularly bring up the supposed ogre of &#8220;socialized medicine&#8221; whenever public plans are discussed, but there is no evidence whatsoever that countries with more federal control over their health systems, especially in Europe, have worse health outcomes that the USA. In fact the contrary is true, health outcomes are much better overall, and cost a lot less money per capita of population.</p>
<p> As a physician who has lived and worked in the USA, Australia and Britain, and who has an interest in how health services are organized, I think America could move forward in a relatively simple way as long as we always keep the patient at the center <br /> 1000<br /> of any health system we plan. It is essential that we do not design a health system primarily to protect profit levels for some or all of the various constituents, whether they be providers, health insurers or pharmaceutical companies. We have the opportunity of picking the best parts of other health systems from around the world and including these in the eventual plan to reform American healthcare, and we should learn from other countries.</p>
<p> What should we do?</p>
<p> Firstly we need a public-private partnership philosophy. Australia is a good example where this works excellently. That means public and private, not just private. American core business and social philosophies are based on capitalist principals so any new approach to healthcare must combine the need for profits in certain sectors of the health system, with the need to develop a number of core public health services that may be less likely to ever achieve a profit. Funding for care has to involve choice and should be provided in many instances through payment for annual or episodic whole of person care, rather than on individual piece rates as at present. These capitated payment systems work well for Kaiser Permanente, and in Britain. The primary gain from this approach is that it tends to force more resources into the prevention of illness and wellness promotion, rather than into the treatment of illnesses that have already commenced.</p>
<p> The public component of the healthcare system, seemingly stongly supported by President Obama, would include universal basic health insurance as well as catastrophic care insurance. We know that this type of system works well in America and is widely accepted and popular, because we have the very successful example of Medicare for seniors. Effectively broadening the base of Medicare for other populations would prevent many of the bankruptcies caused by healthcare costs, and would cover many of the current uninsured. Public insurance would then be likely to pay for many emergency and geographically isolated health services, as well as public health services, pre and postnatal and early child care as well as care of some special populations who cannot afford private health insurance such as the unemployed, and certain impoverished or geographically isolated groups. Medicare for seniors would of course continue. These are areas where there will be less competition from private insurers who have typically kept away from them, but of course any private health insurers would be able to enter these markets and compete if they wished.</p>
<p> The private component would be funded with the aid of broader tax incentives or similar financial tools to encourage most people (or companies) to take out private insurance. The aim should be that at least 80-90% of the population should have private insurance, whether it be comprehensive insurance, or top-up insurance to support core government provided insurance. It is important to reach this level of insurance to ensure that we all are financially responsible for at least a reasonable proportion of our healthcare costs. Here the Republicans are right as it is important that we do not see healthcare as something that is provided for free. The private sector should offer a full range of services from birth to death, but the industry should be more carefully regulated so that they would, for instance, be prevented from excluding patients on the grouds of pre-existing conditions. They should also have the ability to charge extra for certain &#8220;non-essential&#8221; services such as cosmetic surgery.</p>
<p> These ideas are taken from what I consider to be the best parts of the American, Australian and British health systems. No country has a perfect health system, and no country ever will. America can afford to choose the best from other countries as it debates how to improve its healthcare system. Lets hope that Congress can be creative, look outwardly, and not get bogged down in political dogma.</p>

Each option is dependent upon the purpose of obtaining the insurance and whether or not it is permanently or temporarily needed. There are ways to obtain a very inexpensive policy that I&#8217;ll cover in just a moment. First, let&#8217;s take a look at various policy types you can buy for your child.</p>
<p>Term Life. This is a temporary form of life<span id="more-73"></span> insurance that is best suited for parents that are simply wanting to cover death and burial expenses, should your little loved one pass away unexpectedly. This is typically purchased to cover your child during adolescence and into early adulthood. A 20 year term policy is common. There is however, no benefits to a term policy other than strictly death benefit and once the policy expires, all monies paid into the policy are lost. This is the least expensive coverage.</p>
<p>Whole Life. Whole life insurance has a level death benefit that never decreases and lasts to age 100. The premiums never increase and there is a guaranteed cash value. This cash value can be used for education or as loan collateral. Whole life policies can be surrendered for their cash value at any time after the third year, which is when most whole policies begin to build this cash value. This is ideal, if you wish to purchase a policy for your child and turn that policy over to be their responsibility when they are of age. They will have the benefit of low premiums throughout life and the cash value will have been growing and earning interest from the date of original purchase.</p>
<p>10 Pay Life. This is a whole life policy that is &#8220;paid up&#8221; in ten years and no further premiums are ever required to keep the policy in force.</p>
<p>20 Pay Life. The same as 10 pay, except that the policy is paid in full in 20 years, rather than 10. 20 pay is less expensive than 10 pay life.</p>
